It is the symbol for SECHAT an egyptian goddess
The first part (horns) means : scriptures sealed, secret scriptures.
The second part (flower) means : enlightment is within.
This symbol seams to be a simplification of this one, like all hieroglyphs have been simplified.

A: The emblem consists of a pair of horns (oup) meaning openness. Here they are upside down showing that hieroglyphic writing is closed or hidden. The open flower indicates that the full flowering of a being comes from within.
